When the National Leader Heydar Aliyev passed away in December 2003, the country wanted a way to encapsulate his memory as well as preserve and promote his legacy. Shortly after his death, in March 2004, the Heydar Aliyev Foundation was founded, and it began its first operations in May of the same year. “The major mission of the Foundation is both to popularize and advocate the life and activities of Heydar Aliyev and support socio-economic and humanitarian development within the country and abroad,” Mehriban Aliyeva, First Lady of Azerbaijan and President of the Heydar Aliyev Foundation, explained to TBY. Since its inception, the Foundation has been involved in a number of educational, social, and cultural events, both as a supporter and an organizer.

Heydar Aliyev had a vision of how he wanted to the country to progress, and the Foundation tried to capture those ideas when it set out its goals. These objectives guide the organization, which works in seven main areas: science and education, public health, culture, the social sphere, sports, ICT, the environment, and the promotion of Azerbaijan. One of the main aims of the foundation is to support and encourage the study, promotion, and implementation of the policy guidelines envisioned by the National Leader aimed at developing the country’s social, economic, and cultural progression, while also increasing the living standards of the general population. The Foundation also works to integrate Azerbaijan and its citizens into the global sphere. The Foundation aims to use the country’s rich heritage and prosperity to embark on large national projects and campaigns that will further progress and enhance the country’s development. To do this, it works in joint partnership with local and foreign foundations, NGOs, and voluntary organizations. By working with foreign foundations, the Heydar Aliyev Foundation is able to promote Azerbaijan and its culture in other countries. In doing so, it is able to more easily establish links and connections with foreign universities, schools, and institutions to help support the comprehensive upbringing and education of the younger generations, while also developing national and international education centers in addition to encouraging scientific research.

“The Heydar Aliyev Foundation, which considers its priority the provision of equal opportunities for education and help for the young generation to acquire knowledge, as well as the integration of the country into the world education system, has implemented a number of projects on this front,” Mehriban Aliyeva continued to explained one of the Foundations main priorities. The organization has been involved in the development of orphanages and boarding schools, as well as launching the New School for New Azerbaijan and Support for Education projects. In partnership with the private and public sector, its projects and programs have overseen the construction of numerous children’s facilities and over 400 schools.

The Foundation is also active in the health sector. On April 19, 2014, it announced that it would cover the costs of the urgent heart surgery needed by a two-and-a-half year old boy. The boy was invited to Baku by the First Lady, where she said that Omar would receive all the treatment and surgery he needed to recover. The mother of Omar thanked the First Lady and the Heydar Aliyev Foundation and hoped her boy would become a “worthy son of his family and nation.” The Foundation has also been involved in the construction of a number of medical facilities, rehabilitation centers, psychoneurological centers, and surgical and organ transplant centers across the country. The organization works with many high-profile international healthcare institutions to bring in state-of-the-art medical equipment and medicines to the country.

In addition to its main education and healthcare activities, it also encourages the promotion of the arts and culture. The Foundation actively takes part in the organization of many music festivals, including the Gabala International Music Festival, The World of Mugham Festival, and the Uzeyir Hajibeyov International Music Festival.
