Despite its relatively short history, Qatar has made tremendous strides in development due to its immense hydrocarbon wealth. As such, Qatar has made concerted efforts to advance its society and make the most of its hydrocarbon wealth and facilitate transition to a knowledge-based economy. Along the same lines, Qatar is also aiming to increase the capacity of its citizens to interact with government in order to form a more cohesive society. Because of this, the government of Qatar launched the Qatar e-Government 2020 Vision as a means to not only facilitate the economic development of the country, but increase the population’s ability to interact with government services.

In late 2013, HE Prime Minister Sheikh Abdullah bin Nasser bin Khalifa Al-Thani identified e-government as a priority and formed a steering committee, spearheaded by the Ministry of Information and Communications Technology and composed of eight of the largest ministries. The ministries were tasked with developing and guiding the implementation of the of a nationwide e-government strategy. Qatar e-Government 2020 is the result of that plan and comes with the overarching vision that “All individuals and businesses will benefit from connecting online with Qatar’s more open and efficient government.“

The Qatar e-Government 2020 Vision is supported by three strategic objectives. First, in order to fuel the nation’s growth, Qatar is aiming to better serve individuals and businesses. Within this target, the e-Government initiative is targeting 100% of government services being online by 2020, having 80% of all services available “end-to-end“ online, and 80% of all transactions being conducted online. Second, the e-Government 2020 Vision outlines the importance of creating efficiency in government administration through maximizing opportunities to make better use of public funds. To accomplish this objective, the Vision is looking towards the 80% adoption of government-shared services as well as 80% adoption of shared infrastructure. Third, the Vision is looking to increase government openness by generating economic and political value by collaborating with customers on co-design. As such, the Vision is targeting a 20% increase per annum in users participating in forums moderated by the government, along with a 10% increase per annum in the availability of government data sets.

The Qatar e-Government 2020 Vision also directly contributes to the Qatar National Vision 2030 (QNV2030), the overarching economic, social, human, and environmental development plan of Qatar. Importantly, Qatar has recognized the power of digital platforms and is looking to accelerate the population’s digital awareness and skills through the delivery of exemplary online services thereby contributing to the human development of country: the first pillar of QNV2030. Second, the e-Government 2020 Vision also identifies key digitalization cost-saving and efficiency building initiatives and has designed its plan to spur economic development in the country; the second pillar of QNV2030. Through the digitalization of government, citizens will be more able to interact with government and feel a greater sense of efficacy, thereby strengthening the social fabric of the nation and contributing to the third pillar of the QNV2030, social development. Finally, the e-Government 2020 Vision will also greatly increase the flow of information and create a more informed society that will be better able to understand the tradeoffs between environmental impact and economic development.
All and all, the e-Government 2020 Vision is likely to have a tremendous impact on Qatar’s population. It has been strategically designed throughout its entire planning to ensure its success through a number of key targets and KPIs. Similarly, the e-Government 2020 Vision goes hand in hand with QNV2030 and will ensure critical contributions to the country’s four development pillars.
